Bakersfield employer & owner-operator guide
Clarify SAP, DER, testing, and reporting responsibilities.
A useful handoff starts with the DER
Provide the correct DOT mode, violation information, and designated employer representative contact. Confirm a secure method for required SAP reports. The public contact form is for coordination requests, not employee medical files.
Employer responsibilities after SAP compliance
- Arrange the required return-to-duty test after the SAP determines successful compliance.
- Verify required results before any return to safety-sensitive duties.
- Implement the SAP’s follow-up testing plan and maintain required records.
- Complete applicable FMCSA Clearinghouse reporting directly or through an authorized C/TPA.
Changing employers
A remaining follow-up testing obligation follows the employee to a subsequent employer. Coordinate required records through authorized channels; do not treat a job change as restarting or canceling the plan.
Owner-operators
Identify your C/TPA early and explain that you are acting as both driver and employer. Confirm who arranges testing and makes required reports before paying for a collection.
