Clearinghouse prohibited status & California CDL
Understand the difference between SAP compliance, driver status, and commercial licensing.
What prohibited status means
A driver with prohibited status cannot perform FMCSA-covered safety-sensitive functions. Completing an education class or attending a SAP appointment does not, by itself, change that status.
California licensing is a separate step
California DMV explains that a prohibited Clearinghouse status affects commercial licensing and can result in a downgrade of commercial driving privileges. Read your DMV notice and confirm reinstatement requirements directly with DMV; the SAP does not reinstate your CDL.

If your status has not changed
- Ask whether the SAP compliance determination has been reported.
- Confirm that the employer or authorized C/TPA arranged the correct return-to-duty test and reported the required result.
- Review your official account instead of relying only on a paper completion certificate.
- Check any remaining DMV requirements before operating a commercial vehicle.
Does five years erase an unresolved violation?
No. FMCSA states that violation records remain available for five years from the violation determination or until successful completion of the return-to-duty process and follow-up testing plan, whichever is later.
