Who handles each step?

One process. Different responsibilities.

The driver

Uses their official account, designates a SAP, participates in recommendations, and coordinates with the employer.

The SAP

Evaluates the driver, prescribes education or treatment, assesses compliance, reports required SAP milestones, and establishes the follow-up plan.

The employer / C/TPA

Arranges authorized testing and completes applicable employer reporting. The employer decides whether the driver returns to covered work.

California DMV

Handles commercial driving privileges. A completed SAP evaluation is not a CDL reinstatement.

A “Clearinghouse SAP” is a DOT-qualified Substance Abuse Professional working with an FMCSA driver’s return-to-duty process.

The Clearinghouse is the federal record system; it is not a separate treatment program or a place where the SAP administers your drug test.

Bakersfield and Kern County

Prepare before your next dispatch.

Freight, agricultural hauling, construction, and other local driving jobs can involve different vehicles and testing authority. A worksite or job title alone does not establish FMCSA coverage. Confirm your DOT mode with your DER and testing paperwork.

For drivers in Rosedale, Oildale, southwest Bakersfield, Shafter, Wasco, Delano, Lamont, or Arvin, start by confirming the appointment format and required documents. Do not pay for an independent test assuming it will satisfy employer return-to-duty requirements.

Clearinghouse questions

What drivers ask most.

Does SAP completion remove the violation?

No. It does not simply delete the record. SAP reporting, employer testing, and follow-up obligations are different parts of the process. Read about status and record retention.

Does the SAP give me the return-to-duty test?

The employer or authorized C/TPA arranges the test after the SAP determines successful compliance. The evaluation is not a drug-test appointment.

Can I return to driving after the follow-up evaluation?

The employer must verify required return-to-duty test results and authorize covered work. Check commercial licensing requirements as well.

Can I start without a current employer?

Tell us your situation when you inquire. You can discuss the SAP evaluation, but testing and employer reporting still require appropriate coordination. Owner-operators must work with their C/TPA.

Is this affiliated with FMCSA or California DMV?

No. This is an independent SAP service. Official account and licensing decisions belong to those agencies.
